Leon County's Unpaved Road Stabilization Program improves County maintained unpaved roads using a stabilization method known as Open Graded Cold Mix (OGCM).

The open graded cold mix surface treatment
is a blend of course aggregated (number 57 stone) with a water based latex
emulsion. The mix is placed onto an existing direct road surface in a 3-inch
lift. The use of open grade cold mix as a surface treatment rapidly removes
surface water through a porous texture. Sediment transport is significantly
reduced and drainage enhanced. Open graded cold mix produces a reduction of
routine maintenance costs and relieves vehicular travel difficulties during wet
and dry weather. The porous nature of this material will easily accommodate an
inch of runoff due to the 30% void ration.
